Can You Epoxy Over Painted Concrete?

Usually no, and here is the reason: epoxy bonds to concrete, not to paint. Coat over paint and your new floor is only as strong as the old paint’s grip on the slab, which is usually weak. Two quick tests tell you where you stand, but most of the time the honest answer is that the paint has to come off first.

Both tests check the same thing: is the paint actually holding onto the slab? If it is not, epoxy over it will not hold either.

Why is painted concrete a problem?

Because a coating can only be as good as what it sticks to. Epoxy is designed to key into mechanically prepared concrete, not to bond to a layer of old floor paint. Most garage and basement paint is a thin, low-adhesion film to begin with, so putting a heavier epoxy build on top adds weight and stress to a weak bond, and it lets go, taking your new floor with it. You have not coated the slab; you have coated the paint.

The two tests, before you decide

Run both on a few spots, including high-traffic areas:

If both pass everywhere you try, you may have a candidate, but only after the surface is deglossed and cleaned. If either fails anywhere, plan to remove the paint.

How do you remove the paint?

The same way you would remove any coating: grinding. Diamond grinding takes the paint off and profiles the slab in one step, which is exactly the surface epoxy wants. This is why “epoxy over paint” so often becomes “grind the paint off, then epoxy,” and why starting with painted concrete rarely saves the work people hope it will.

What most people get wrong

They see intact paint and assume it is a sound base. Paint that looks fine can still peel the moment a heavier coating pulls on it, which is why the tests matter more than how the floor looks. The other mistake is coating over paint to save the cost of grinding, then paying to grind off both layers when it fails. If you are going to end up grinding anyway, grinding first is the cheaper path.

Can you epoxy over a painted garage floor that is in good shape? Only if it passes the tape and scrape tests everywhere and you degloss and clean it first. Even then it is a gamble compared to grinding to bare concrete.

Is it cheaper to epoxy over paint than to remove it? It looks cheaper and usually is not, because a failed coating over paint means grinding off two layers and starting over. Grinding first avoids the redo.
